Allow ad-hoc notes

Right now using the -n flag only allows looking for notes at the arg path.

Allow ad-hoc notes to be added either using the same flag or adding an additional flag.

This allows running the CI with simple variable with general note about the release (critical vulnerability etc) without keeping a long-term notes file in VCS.
