Use consul checks for docker container level health monitoring
 - Checks use service_version_containerid labeling for their name
 - Better real time updates of services coming online/offline
 - TTL consul check implemented to see when a container stops sending
   its check passing healthcheck. Implemented due to docker containers
   becoming zombies and not respnding to any command and causing
   requests to go unfulfilled as swarm still routes to them and sees no problem.
