Merged kc requested to merge helmchart-appversion into dev

Update helm chart appversion in helmchart/Chart.yaml in ci.
Allows for helm history to display the commit/different version in review pipeline for consecutive test releases.
Updates and commits chart appversion to mimic docker-compose image tag.
